Rural movement can boost influence of communities in policy making in Scotland

A rural movement for Scotland can boost the influence of communities in national policy-making—but it needs to be truly representative of the diverse voices across Scotland's rural and island areas.

It is one of the key recommendations made in research undertaken by Professor Mark Shucksmith at Newcastle University and Scotland's Rural College (SRUC) and commissioned by the Scottish Government in response to a recommendation by the Scottish Rural Parliament.

After studying rural movements in 10 other European countries, including England, the Netherlands and Sweden, the report "Learning from European Rural Movements" also suggests that a Scottish rural movement should be supported to develop constructive relationships with Community Led Local Action Groups to ensure that the movement represents local issues and needs effectively.

Professor Shucksmith and his co-authors suggest that the recommendations are used as a basis for ongoing discussions between the Scottish Government, Scottish Rural Action and others seeking to develop an effective and impactful Scottish rural movement.

Professor Shucksmith said, "I am delighted that our report is proving helpful to the Scottish Government and rural stakeholders in considering how best to support people from Scotland's rural and island communities in learning and sharing ideas with one another and with their counterparts across Europe, so working together effectively to ensure the future well-being of all in rural Scotland."

Dr. Jane Atterton, one of the authors of the report, said, "Our work shows how movements in other countries provide an organized network and voice for rural and island communities. Importantly, they help to shape local, regional and national policy, and exchange ideas and experiences. This research work will help shape a strong rural movement for Scotland."

The research will be presented at the European Rural Parliament in Poland from 12–15 September and at a rural movement stakeholder event in Scotland on 8 November.
